Interstate Compact Administration and Compliance 

    

The Adult and Juvenile Compact Administration, Quality Compliance and Improvement office is under the direction of Deputy Compact Administrator Kari Rumbaugh (Bio). The office oversees adult and juvenile interstate compact for probation, interdistrict (in-state) transfers, the Rural Improvement for Schooling and Employment (RISE) AmeriCorps program and District Compliance. The office oversees the processes for probationer movement within the state of Nebraska and over state lines focused on public safety and compliance with interstate compact rules.  The office manages the RISE AmeriCorps program, which is a service for probationers in rural areas of the state, focused on employment and educational skill building.  Finally, District Compliance is essential to support evidence-based practices.  The office evaluates probation district statewide to measure the success of services, programs and probation statewide.

Interstate Compact for Adults:  www.interstatecompact.org
The Interstate Commission for Adult Offender Supervision (ICAOS) was federally enacted in 2002 and established a national governing body with rule-making authority and the ability to enforce compliance. Read more

Interstate Compact for Juveniles:  www.juvenilecompact.org
The Interstate Commission for Juveniles (ICJ) was federally enacted in 2008 and, similar to the adult compact, established a national governing body with rule-making authority and the ability to enforce compliance. Read more

Interdistrict Transfers:
In 2010, the Compact Office implemented internal statewide standards for Interdistrict Transfers.  This includes all transfers of adult and juvenile probationers within the state of Nebraska. Read more

Rural Improvement for Schooling and Employment (RISE):  Rise Website
The Rural Improvement for Schooling and Employment (RISE) Program is an AmeriCorps grant-funded program established in 2007.  With the support of ServeNebraska the RISE Program was created to increase opportunities for probationers in rural areas of Nebraska.  The AmeriCorps members, entitled RISE Program Specialists, serve nine rural districts.  The RISE Program Specialists facilitate groups for adult and juvenile probationers focused on education and employment needs. Read more

Quality Compliance and Improvement:
Nebraska Probation Administration is devoted to evidence-base practices and the importance of evaluating and supporting the 14 probation districts in Nebraska.  Therefore, quality compliance and improvement is necessary to ensure the success of resources, guidelines, processes and effective management to promote public safety across Nebraska. Read more
