Justice Treatment Systems Specialist

Office of Probation Administration -- Lincoln


Primarily responsible for the development, implementation, and evaluation of a multifaceted fee for service voucher treatment program involving Nebraska State Probation, Parole, drug courts, and other specialized courts. This position reports directly to the Deputy Administrator and works closely with the Community Corrections Council's Justice Behavioral Health Committee.

Work includes the coordination of the standardized model for substance abuse evaluation and treatment as part of any voucher or treatment program for offenders; directing the technical operation and activities necessary to support specialized programming; and coordinating technical services with other state, local and federal agencies, criminal justice professionals, and service agencies. Serves as the statewide program manager for the offender voucher treatment program within the Office of Probation Administration. Manages all technical operations and activities necessary to maintain and provide support for the statewide delivery of an offender voucher treatment program. Serves as the Probation System's lead technical expert in developing, funding, implementing, and evaluating state service needs, goals, programs, delivery systems, and outcomes for offenders with substance abuse problems or other behavioral health issues. Develops and implements the monitoring of billings/payments reference the standardized model for substance abuse evaluation/treatment and associated fees. Performs service/program audits and reviews, and develops planning/funding recommendations for statewide offender treatment programming. Creates and maintains a tracking system for fund expenditures and a financial tracking system for the voucher program. Coordinates training for persons seeking to become a substance abuse provider within the standardized model for substance abuse evaluation/treatment and manages provider data. Maintains statistical information on treatment program performance and communicates data to stakeholders; manages ongoing program evaluation and system improvement processes; tracks waiting lists. Skills and abilities required include knowledge and skill in strategic planning processes, behavioral health services, the principles of continuous quality improvement, and basic budgeting and cost accounting processes. Knowledge of the existing problem of offender substance abuse in Nebraska's criminal justice system along with what is occurring nationally. Demonstrated skill in developing quality written reports and products. Demonstrated ability to supervise and/or lead professional and support staff. Excellent communication skills, both written and verbal. Ability to initiate projects, work independently with minimal supervision, and provide training to multiple local, state, and national stakeholders. Ability to organize and manage multiple projects/deadlines simultaneously, and work under pressure to meet deadlines.

Graduation from a 4-year college or university with major course work in social/behavioral sciences, management, criminal justice, education, human services administration or related areas. Experience in the management of treatment services for offenders preferred; experience in substance abuse services desired. Minimum of three years experience supervising multiple programs and projects. This position will be located in the Administrative Office of Probation in Lincoln. The ability to speak Spanish is desired but not required. Salary range is $4,217.00 to $4,771.15.
