The division of Community-Based Programs and Field Services under the direction of Deputy Administrator Deb Minardi (bio) develops, trains, implements and provides quality assurance for all adult and juvenile programs and services provided to the courts for probationers. The division oversees a continuum of evidence-based programs ranging from presentence/predisposition investigations, assessments and supervision. This includes specialized domestic violence, sex offender/youth who sexually harm, and behavioral health approaches. Specialized services offered include Reporting Centers, Fees for Service Voucher Program, RISE (Rural Improvement for Schooling and Employment), the Standardized Model for the Treatment of Substance Abusing Offenders, and the Juvenile Service Delivery Project just to name a few. The division is also charged with the internal auditing and evaluation of Probation districts to ensure quality programming and services are provided.

The Standardized Model for the Delivery of Substance Abuse Services
Implemented on January 2006 via a Supreme Court Rule, when making referrals for substance abuse services for adult offenders and juvenile. Provides a meaningful opportunity for offender rehabilitation through a standardized performance structure in an effort to reduce recidivism, promote good citizenship and enhance public safety.
Provides Standardized Screening, Assessment and Treatment of Offenders/juveniles. Ensures communication between Probation Officers and Providers.
Requires Providers to:
- Register their services through the Office of Probation Administration and meet the approved criteria.
- Have a clear understanding of the connection between substance abuse and criminal offending and attend ongoing training on the treatment of offenders/juveniles.
- Provide consistent evaluations, recommendations, and treatment via standardized format and defined terms.
