The Court Improvement Project produces annual data reports detailing important measures on child welfare and juvenile justice in Nebraska. Each report contains information specific to the Through the Eyes of the Child teams.

This year’s annual data reports examine the different events children and youth may experience as they move through the child welfare and juvenile justice systems. The child welfare section of the report includes information on entry into the child welfare system, foster care, court case terminations, and permanency. The juvenile justice section of the report includes information on entry into the juvenile justice system, diversion, court case termination, and supervision. The Court Improvement Project produces annual data reports that include demographics, case progression, and data on entry into foster care and permanency. This year, the data reports are expanding to include juvenile justice data. Our data come from a variety of sources. Some of the child welfare data comes from Fostering Court Improvement (fosteringcourtimprovement.com/ne), an online website that collects and publishes data from NCANDS and AFCARS. These reports also include child welfare data from DHHS and Voices for Children’s annual Kids Count in Nebraska report. Data for both child welfare and juvenile justice come from JUSTICE, the courts’ data management system. Data regarding when certain court hearings were held or when orders were filed is pulled down from the system. Probation and the Nebraska Crime Commission also provided data on juvenile justice cases.

These data reports were provided to the local teams at the 2013 Regional Conferences. The data was collected from a variety of sources, including the following:

  • The JUSTICE court data system (we examined abuse/neglect foster care cases that entered the juvenile court from July of 2011 through December of 2012),
  • The Fostering Court Improvement website (including data about Nebraska CPS reports, foster care removals, foster care population, foster care discharges, and Court Improvement Project measures),
  • Voices for Children,
  • Nebraska Department of Health and Human Services, and 
  • U.S. Census Bureau.

Court Case Progression data in the 2012 data reports has for the first time been collected through automatic data collection from the JUSTICE court data system. Standardized coding in abuse/neglect cases was initiated in 2010 to allow for automatic data collection but is not yet fully executed in all counties. Therefore, the data reports may report missing data. Additionally, Douglas County transitioned to the JUSTICE data system in 2012. Its coding under the prior system may be inconsistent with JUSTICE coding and therefore is not being identified in the automatic data collection.
