The Administrative Office of Courts and Probation is currently accepting applications for a full-time Deputy Chief Information Officer. The person in this role will operate under the general direction of the Judicial Branch Chief Information Officer (CIO), overseeing the operational work of the Information Technology Services (ITS) Division. They will be responsible for managing the day-to-day operations of the ITS Division, including direct management of multiple teams responsible for the Judicial Branch IT infrastructure. Additionally, they will oversee the implementation and support of various court and probation-related programs and projects.  The position will assist and support the CIO in developing the overall vision, goals, and objectives for the information technology infrastructure, security, applications, and systems for the Judicial Branch. The incumbent will also aid the CIO in developing high-level processes and data models to support the Court and Probation information technology needs and determine the impact of information technology decisions on the organizational structure and delivery of services.  Work will be performed with considerable latitude for the exercise of independent judgment while maintaining effective and cooperative working relationships with judicial officers, the State Court Administrator, the State Probation Administrator, the Supreme Court Technology Committee, and other system stakeholders. Candidates must have the ability and availability to perform work-related travel for up to 25% of the time.

Duties include but are not limited to the following:

  • Supervise the ITS Division staff, oversee task prioritization, conduct performance evaluations, ensure ongoing staff education, enforcing policy compliance, and fostering a safe work environment. Additionally, responsible for making recommendations regarding hiring, terminations, and disciplinary actions.
  • Direct the day-to-day operations of the ITS Division by strategically planning, developing, and prioritizing branch-level activities and processes. This involves ensuring that branch objectives are met while delivering successful services.
  • Develop innovative tactics and strategies to optimize information technology efficiency and effectiveness. This includes staying abreast of new and emerging technologies, initiating their integration into existing systems, and advocating for necessary changes in policies and design principles.
  • Establish and maintain a robust infrastructure to support information systems within the Courts and Probation, collaborating with other local, state, and federal agencies as appropriate to ensure seamless integration and functionality.
  • Collaborate in the development and implementation of Judicial Branch policies and procedures concerning information technology, with a focus on safeguarding the privacy and security of protected information while ensuring appropriate access to public information.
  • Oversee the procurement, development, and documentation of software, including negotiating purchases and overseeing the testing and implementation of new products to meet the evolving needs of the organization.
  • Assist the Chief Information Officer (CIO) in formulating and administering information technology plans and budgets for the Judicial Branch. This includes identifying and pursuing funding opportunities, such as grants, to support program activities and initiatives.
  • Assume the responsibilities of the CIO in their absence, which may include overseeing judicial branch education programs and performing related functions as required to ensure the continuity of operations and strategic initiatives.

HIRING RATE (during probationary period):  $107,436.59 Annually

MINIMUM PERMANENT RATE (after probationary period): $110,122.56 Annually

MINIMUM QUALIFICATIONS:  Graduation from a 4 year college or university with major course work in Information Technology Management, computer science, public administration, business management, political science, or criminal justice AND Six(6) years professional level experience in information technology, project management, system modeling and design, data base administration or systems analysis and operations, INCLUDING four(4) years in supervisory capacity; demonstrated knowledge in program or project management methods; sound knowledge of technology and justice administration; ability to work effectively with a variety of constituents; considerable experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in personnel management, budgeting, and procurement; advanced degree in Computer Science, Computer Management Information Systems or a related field, and graduation as an ICM Fellow preferred.  Qualified candidates should have 5-7 years of experience in IT preferably in a justice/legal environment.

PREFERRED QUALIFICATIONS:  Knowledge of the Nebraska court system and previous experience working with Nebraska Courts is desired.
