Civil: Writ of Mandamus and Declaratory Judgment.

Proceedings below: The district court denied Appellant’s Petition and Motion for a Writ of Mandamus and determined that his request for declaratory judgment was not properly before the court.  On its own motion, the Supreme Court ordered this case to be transferred from the docket of the Court of Appeals to its docket.

Issues: Appellant makes the following assignments of error:  1) The District Court abused its discretion in denying the writ of mandamus by failing to liberally construe the pro se Appellant’s pleading; and 2) The District Court abused its discretion by not entertaining the declaratory judgment request.
